DESCRIPTION:Public Hearing on University of North Carolina at Chapel Hill request to burn PFAS-filled pellets\, Thursday\, January 16\, 2025\, at 6 PM (doors open at 5:30 PM)\, at Chapel Hill Town Hall\, 405 Martin Luther King Jr. Blvd.\, Chapel Hill \n  \n==== \n\nThe North Carolina Department of Environmental Quality’s Division of Air Quality’s (DAQ) upcoming public hearing for the University of North Carolina at Chapel Hill (UNC) cogeneration facility will now be held at the Chapel Hill Town Hall. \nIn addition to changing the location of the public hearing\, the start time has also been moved up to 6 p.m. Also\, the comment period has been extended to Jan. 23. \nPublic Hearing on University of North Carolina at Chapel Hill\nDate and Time: Thursday\, Jan. 16\, 2025\, at 6 p.m. (doors open at 5:30 p.m.)\nLocation: Chapel Hill Town Hall\nAddress: 405 Martin Luther King Jr. Blvd.\, Chapel Hill \nIf attendance at the public hearing reaches capacity\, an overflow room will be set up to allow additional members of the public to watch the public hearing remotely. \nUNC’s cogeneration facility\, at 575 W. Cameron Ave. in Chapel Hill\, Orange County\, currently burns coal and natural gas to produce electricity and steam for use at the Chapel Hill campus. The facility is classified as a major source requiring a Title V air quality permit. \nThe university is seeking to modify its permit to allow it to also burn engineered pellets in its boilers. UNC would be allowed to burn a mix of coal\, gas and pellets\, and says it will be evaluating the pellets to determine if they could be a suitable replacement for coal. \nThe pellets are manufactured by the company Covergen and consist of byproducts from packaging and label industries. The pellets are not considered solid waste. The new pellet fuel is expected to reduce emissions of particulate matter and sulfur dioxide while increasing emissions of nitrogen oxides and carbon monoxide. There would be no physical changes to the boilers. \nBecause the pellets have been shown to contain small amounts of per- and polyfluoroalkyl substances (PFAS)\, the draft permit would require UNC to perform regular sampling of the pellets for PFAS and test its boilers to determine actual PFAS emissions. Based on an analysis of the pellets\, the facility would not emit more than 1.2 pounds of PFAS per year. \nDAQ conducted air dispersion modeling for this application\, which demonstrated that the facility’s emissions of toxic air pollutants are expected to comply with all applicable standards and would not cause an exceedance of any acceptable ambient level. The draft permit would require UNC to continue to operate all control devices including filters and injection systems and continuously monitor its emissions of particulate matter\, nitrogen oxides and sulfur dioxide. The facility would be subject to recordkeeping and reporting requirements and regular inspections. \nCopies of the public notice\, draft permit\, draft permit review\, permit application\, draft environmental justice report\, and a one-page project fact sheet are available online. \nThe public is encouraged to attend the upcoming hearing and provide comments on the proposed action. Sign-up will be available upon arrival. Oral comments at the hearing should be limited to three minutes or less. Are you interested in learning about our ongoing initiative to track grantmaking dollars going to Black\, Indigenous\, or People of Color-led organizations? \nJoin  this “Follow the Money” webinar cosponsored by HEFN and EGA to hear insights on the newest findings on 2022 Environmental Health & Justice funding. \nIn the past few years\, health & justice issues are under the spotlight with the heightened racial justice movements and the unprecedented challenges brought by the Covid-19 pandemic. Through HEFN’s partnership with the Environmental Grantmakers Association (EGA)’s Tracking the Field database\, we recorded a total of $1.45 billion in funding given to environmental health & justice issues in 2022. This marks a 15% increase from 2021\, a notable increase but a lower rate of growth compared to the previous year. \nThis new data highlights What\, Where\, How and Who environmental health & justice funding is going to\, featuring updated demographic data analysis on BIPOC representation within grantee organizations and a new map looking at funding given to grantees based in different states. Over time\, we observed increasing amounts of funding supporting organizations led by Black\, Indigenous and People of Color (BIPOC) and women and more resources being directed to underserved communities. However\, the data reveals ongoing disparities and needs that exist in many aspects. \nDuring this webinar\, you will learn about the newest over-time analysis of environmental health & justice funding and funding specifically given to sub-issues like Air Quality\, Drinking Water\, Safer Chemicals & Materials\, Oil and Gas development\, Health & Equitable Economy\, and climate health & justice. DESCRIPTION:November 17 marks one year since the sudden closure of Poe Hall. As we reflect on this anniversary\, we recognize that NC State University administration has not made sufficient progress and indeed have contributed to a climate of fear and mistrust about the safety of our campus. In the months after Poe’s closure\, community members grew uneasy with the University’s response and began a campaign to bring public awareness in the face of University inaction. In recognition of this one year anniversary\, on Tuesday\, November 19\, 2024\, 2 PM\, we will gather at Poe Hall and deliver our signed petition to NC State University.
